The first Advisory Board Meeting for the EU-funded “Water Resources Management Facility” took place on 8 September 2025, hosted by the Ministry of Local Government (MoLG) in Tripoli.
The “Water Resources Management Facility” aims to enhance water resource management and governance in Libya at both national and local levels by establishing a robust governance framework that aligns local interventions with national strategies.
The meeting brought together Libyan institutional partners, the European Union, and international implementing agencies to formally launch and guide two complementary water governance initiatives in Libya. Activities are being implemented through a coordinated approach at both local and national levels by the Italian Agency for International Cooperation (AICS) and the Deutsche Gesellschaft für Internationale Zusammenarbeit GmbH (GIZ), respectively.
The component implemented by AICS, through the project “Water Resources Management at Municipal Level in Libya”, aims to improve the management of water resource systems at the local level—an objective strategically linked to the broader ambition of enhancing public governance in the water sector. The intervention promotes efficient, sustainable, and climate-resilient approaches to water resource management, guided by the principles of Integrated Water Resources Management.
The inaugural Advisory Board session was attended by representatives from:

The Advisory Board will play a central role in providing strategic direction and oversight throughout the implementation of the joint programme. This platform ensures the alignment of international cooperation efforts with Libya’s development priorities and institutional reform in the water sector.
Together, the EU, AICS, GIZ, and Libyan partners are committed to building a more resilient, efficient, and equitable water management system for the benefit of communities across the country.
