Launched in December 2025, “Recovery and Development in Libya Facility – Baladiyati III” is a four-year programme funded by the European Union under the “Special Measure in favour of Libya for 2024”. It builds on the successful implementation of Phases I and II, financed through the Emergency Trust Fund for Africa (EUTF) and implemented by the Italian Agency for Development Cooperation (AICS) in partnership with UNICEF and UNDP. These previous phases focused on strengthening the capacity of Libyan public administrations to deliver basic services and improve living conditions, with particular attention to the most vulnerable groups.
This phase of the programme aims to contribute to stabilisation, post-conflict and natural disaster recovery, and long-term resilience at both national and local levels, targeting selected municipalities across Libya’s three regions.
The Action supports Libyan municipalities in addressing the legacy of conflict and natural disasters through sustainable and replicable interventions. It provides technical assistance at municipal level, alongside institutional and capacity-building support at central level.
Baladiyati III is implemented by AICS as the sole implementing agency. AICS ensures strong complementarity between infrastructure rehabilitation, service delivery, institutional capacity building, governance, and participatory planning. This integrated approach connects national- and local-level interventions in alignment with Libya’s decentralisation frameworks and the reconstruction and development funds promoted by the Libyan authorities.

Main expected results:
- Specific Objective 1 seeks to improve service delivery at municipal level by reinforcing the technical, managerial and institutional capacities of local authorities. This Action will support the light rehabilitation, monitoring and sustainable management of water-related infrastructure and the strengthening of health service delivery systems, particularly for vulnerable groups. It will enhance the governance of municipal water and sanitation services, including flood management systems, and provide specialised training and equipment to health personnel to improve access and quality of services.
- Specific Objective 2 aims to strengthen the education system and foster job creation and local economic development by promoting skills, entrepreneurship and the sustainable use of cultural heritage. The Action will support municipalities in reinforcing the delivery of education-related services, including vocational training, develop local employment programmes and job placement services, and promote business incubation and small enterprise creation, especially for women and youth. It will also support the preservation and valorisation of cultural heritage for local economic growth through light rehabilitation of sites, training of local authorities, and assistance to local businesses engaged in tourism and crafts.
